Tropical Forests Forever Facility

Brazil’s Alternative

The Government of Brazil launched the ‘Tropical Forests Forever Facility’, a new investment instrument which would pay tropical forest countries to preserve their standing forests, at the COP30 Leader’s Summit on November 6, 2025 in Belém, Brazil.

Designers of the Facility consulted with rainforest countries, donor countries, central bankers, and conservation groups throughout the year. The rules call for a ‘direct access’ portion of the funding, a minimum 20 percent, to be provided to Indigenous Peoples and community groups, a requirement which Brazil insisted on. Conservation leaders have noted that while the Facility has strong anti-deforestation provisions, the tricker question of how to handle forest degradation is still being worked out.

Organizers hoped to initially raise $25 billion from developed countries and $125 billion from a range of sources. But by year’s end, only $6.7 billion had been pledged by Brazil, Germany, Indonesia and Norway. Holdouts so far include Canada, China, the U.K. and the U.S.
